Ask the issuer. I was in Canada last September in a big shop and they tried and tried to get my HSBC Debit card to work for the purchase of a pair of shoes. It wouldn't. I called at a branch of HSBC and was told I could not draw cash over the counter but I could use the machine (hole in the wall inside the bank). I got the cash from there but when I got home and the statement arrived, I had been charged for using the machine. Needless to say, I got the charge reversed by persuasion.
