I think there are lots of reasons for this. One could be they don't have a belief or a personal relationship with God. They might have had a bad experience of church, where they have been judged for doing something they shouldn't have. They might be afraid of God. They might be afraid of something supernatural and Divine happening to them. They might be afraid to face up to the fact that God does indeed exist and they have to be accountable to Him.
I have invited a partner to church in the past and they did not have a personal relationship with God and they got a bit bored i think and a bit scared of God really moving in the service. When i say that i mean the Holy Spirit touching their heart. People tend to want to be in control.
If you are struggling with this problem the best thing you can do is pray for them. But don't be offended if they don't come, or don't come straight away because it's that persons free choice to have that special relationship with God in the first place and ask Him into their hearts.

Because religion is a personal choice, as to what they believe or wether they believe in the first place. And there are those who may not believe in a God, but still respect the church as a holy place and think that going when you don't believe is disrespectful. Or they may believe in something completely different. And just as they should respect someones desire to go to church, the choice not to go to church should be respected.

because they don't care about God but at the same time they don't care that much about their partner, I care about God but not church even though my girl invited me to go to church and i did mainly because of her, I know is not the reason I should go but still.

Not everyone believes in the concept of "church".
I myself am religious, and I believe in God & Jesus, but I don't go to churches, because I've NEVER felt God's presence in one. They are all hypocritical, so I don't go.

Because he/she isn't the religious type. (I typically, but politely, say that I can't go for other reasons. I usually don't say that I can't keep a straight face during sermons...)
