Marijuana was originally outlawed as a means to discriminate against the growing southwestern U.S mexican population in the 1920's. It was used solely by mexicans and in poorer all black areas so no one really cared at the time (I think there also may have been economic issues associated with the ban as well something such as southern farmers were worried about the effect marijuana may have on cotton and tobacco crops.)

Alcohol manufacturers don't want to compete with it in the open marketplace, because they have an inferior product. Therefore, they use their very powerful lobbists to keep cannibas illegal.

Because it was determined that it is a substance that causes people to lose control when used. Alcohol is similar, but can be used without losing control (unlike pot), therefore it is tolerated (until you lose control).
