It is very simple to get a costume with that amount of money, have a look in charity shops etc or you could ask your mates or relatives for some clothes that they don't want, that way you can alter them with no loss of money.
Also as an idea, I would say go as someone who has inspired or influenced you in some way; if you don't like that idea go as a character from a movie that you like.
If you are a guy, I would suggest to go as Eric Draven from 'The Crow' or maybe something like Michael Myers from 'Halloween'
If you are a girl, maybe a corpse bride, or a vampiress.

I was attracted to your Q, as my old ski boat is called Zoe.
That is by the by.
I sometimes go to these fancy dress things, and for less than £20, pitch up as a TV character.
I seem to have been Adrian out of The Young Ones, with my scool blazer & tie and a copy of "Cosmopolitan".
I tried to be Marc Bolan, as in Ride a White Swan, with the permed hair. I looked a complete twit.
I can do a bit of a Tom Baker, Dr. Who. with my hand made long silly woolen scarf, and charity shop black felt hat. ( £2.59)

How about going as a chest of drawers? All you need is a piece of string tied around your chest and peg a load of your knickers to it, how cheap is that!
Failing that, how about a dice, get a big box and cut arms and leg holes in and paint white with spots.

How about the pygmy look of the Amazon forest?? U have to only indulge in some tatoo marks and a small(very small)peice of red cloth to cover ur private part.If u hv got a fabulous figure u could show off ur body bulges and ur rear too!!YA and keep the rest of ur money for serious indulgence....have fun.

I have a friend who once went to a party as a bag of rubbish. She made a dress out of a binbag then stapled real rubbish to herself. She stank and no one went near her all night.
The same girl them went to the next terms party as a trifle, and then, obviously thinking that wasn't enough, to the final terms party as a brick wall.
I am not joking, she wore all red and painted bricks on her face. I nearly died laughing the day she confessed this to me, and now I am pleased to be able to share it with the world.

That's about $30 US Dollars, right? I would suggest big department stores - I'm not sure what they have in the UK, but you might want to look at a store like Macy's or JC Penney's. (Links: www.macys.com and www.jcpenney.com.)
Another idea would be to take a skirt (preferably knee-length or longer) and yank it up to be like a tube dress.

THe saint trinians school girls always a winner.All you need is a white shirt a tie short black or navy skirt,knee high socks (or stockings for a sexy look).Put your hair in pig tails or plaits,dot on some freckles with eyeliner on cheeks,and this probably wont cost you a penny.ENJOY.

go as a tramp you surely have old clothers that you can tear up and a bit of soot cheaper than £25. even down to worn out shoes . I once went as a tramp with a twist . I wore an old skirt torn up jumper and an old pair of comfortable high shoes well worn and my mums fur coat. I got first prize.
