The mirror or a reflective surface, for signaling help, is redundant. If a survivor has the ability to reason out and use the mirror they most likely have access to glass or other wreckage that can be used to signal any aircraft or humans that are within visual range.
People do not keep the survival kit on their person, if they do, they know that danger is imminent and have made such preparations as is deemed necessary.If climbing a mountain, or sailing a vessel most humans file a plan of intended actions.
Signal Mirrors are sold or can be fashioned with existing technology and common sense. Most people that have the foresight to carry a 'survival kit' also have the knowledge to remove the lens from the binoculars to use as one would use a mirror.

a normal survival kit probably doesnt carry a mirror because they dont intend for you to try to signal an aircraft since most people wouldnt know how to get the reflection to hit the aircraft anyway. a normal survival kit is set up so you can stay in one spot and survive until someone finds you, but it never hurts to put your own equipment in there (ie extra cell phone battery, blankets, water, flashlight, anything you can think of wanting that the one you have doesnt have.)

Well, gee, I thought most of them do. I know they dropped the complicated mirror with the clear plus in the middle for a simpler technique (hold out your arm, line up your thumb with the plane or boat you want to signal, shine the sun on your thumb from under your eye.) which works with any mirror.

Are we talking roadside survival kit? My guess is that they probably assume that you're close enough to other people that a mirror wouldn't be needed.

On another note, I've seen plenty of adventure 'survival kits' as a boundary waters canoe guide and most of them had mirrors.
