Program development involves developing 1 (one) program to perform a specific function (e.g. take the input, say a list of employees and hours and pay rates, and write out a list of paychecks). System development involves coordinating a *set* of programs to perform a coordinated purpose (that first program plus, say, another program to handle social security gathering, plus another program to handle insurance, plus another program to handle retirement, plus another program to handle sick leave, plus another program to hand vacation leave, plus another program to handle email monitoring, plus another program to handle phone number/cubicle assignments, plus another program to handle...etc., etc.)

In program development we only consider about the program only.But in system development we have to consider the hardware design and development as well.
