In theory this is possible by using DIV layers with different Z-indexes, but in my experience most, if not all, browsers do not support such a thing. Flash content, if it is in a "visible" layer, seems to always be treated as if it is on the top-most layer. This is a browser compatibility problem, not a Dreamweaver problem.

make two layers. Write the text in the first layer and keep it up and keep the flash in the second layer and keep it back.

try this and see if you understand it

See the z order its the order in which the divs will be arranged
