I think you are putting your mascara on too close to the eye, you don't need to start applying right at the bottom of the lash.
Also, you must try changing your mascara - they have mascara for women who have allergies or are sensitive.
Mascara should be replaced every 3 - 4 months.

Ok im sure you know what your doin but heres a tip!
Hold the mascara with you good hand and try not to put it too close to your eyes or it'll burn or itch like you said. Now start from the bottem and work your way up. on ly do this about 3 times too many times can pull out eye lashes or you cant get it out easly and makes you look bad if you rub your eyes! And if some mascara gets in your eyes its cuz the tip of you mascara brush is touching your eyes so have your mom or some persom you know put the mascara on for you or teac you how Bye ally girl

Maybe you put too much mascara on. I usually let the mascara dry for a few minutes and then open and close my eye a few times with one figer laid crosswise across the front of my eye (so the lashes are touching my finger as I close) and any leftover mascara will be on my finger, so I can wash it off, and then it won't get in my eye (kinda hard to explain, hope it makes sense! LOL)

probably the quality of the mascara... or you keep rubbing your eyes... ;-p Covergirl is a great, cheap mascara, you can go to a more high end one like M.A.C or Clineque or something, but it's really all the same...
and replace your mascara every month. It's made mostly of guano, also known as bat poo... so when your germs get in there(its inevitable... it's gonna happen) your mascara will begin to break down...

It is a possibility that you could be allergic to the mascara that you are using. Also, avoid thick mascaras, they only clot and drip! If you are having problems with your mascara, it might be time to let it go. Good luck!

Maybe your eyelash got into your eye and the mascara rub off.
Or your mascara ran off into your eye.

Try not to blink so hard or too much. Or maybe use a better mascara and let it dry. Try TELESCOPIC MASCARA by L'oreal.
