Yes, you need to have a permit. Generally permits are allowed for birds of prey for rehab purposes and for educational purposes. Hawks need a night cage along with some place to sun during the day. you also need to have a source of food that is 'clean' generally white mice or chicks both available frozen. These birds require specific care and if the bird is manned down then you need a source of gloves, jesses, bracelets, etc.. The best way to learn is to volunteer and work with a local rehabber. That way you can learn what you need and where to get sources of food, gloves, bracelets, etc.
if you need to find a rehabber, try calling fish and wildlife to find out the names of local people who do raptor rehab.

First in order to keep a bird of prey you must have a falconers permit or license. You will have to pass a knowledge test to get that.
Then you will need to be able to provide food for it. Most people use frozen rats and mice for them. Some will not eat the dead frozen stuff and must be given live prey to kill.
You will also need a flight cage and some gloves and tethers and things like that for the bird. You will also have to find a vet who is able to treat it for different things and parasites and such.

Since when have dogs been strange pets...I would imagine though that a hawk would be a tad more difficult to look after than a sparrow..
