There is a product at the auto parts store"STP Belt Dressing".
It's intended use is to keep fan and alternator belts from slipping,but may work for you.
As far as stretching, the only real solution is a heavier belt, maybe a toothed one along with toothed pulleys or a chain.

well you could buy a top quality belt. make sure your alignement is correct. scrub the shine off your pulleys so slip is lessened.
lay a straight edge inside your pulley inner face and see how badly worn your inner faces are, they may be shot, those go karts are made pretty cheap, i can see them wearing fast.

best solution is to switch out to a chain. It will cost you a little bit, but worth it.
