Dress up in an insanely stupid hat
Start the speech using a loudhaler
Use indoor fireworks if you can find them

However make sure that once you have everyones attention tell something good and interesting. Make sure your speech is worth listening to. Use funny stories, interesting annecdotes etc. Don´t,if it is a historical figure, lists dates.

The best way to get the classes attention is by opening your presentation with something that is self-referencing or has self-relevance to the majority of the class. That's why asking the class rhetorical or literal questions where they can participate usually does the job. For instnace,

if you start your presentation asking the class a question such as, "Have any of you ever thought about what it would be like to be a rock star? Whn thinking about this good life, who usually comes to mind first? KISS? Led Zeppellin? Good Charlotte? Thrice? Dashboard Confessional?" But this is YOUR presentation so avoid making students actually ANSWER questions, but getting them to raise their hands to answer your questions is usually the best way to keep the classes attention and to start off in this fashion is an attention getter in and of itself.

Self-referencing - The audience can relate to what you are talking about because of past knowledge or experience in the subject

self-relevant - Making the class participate by asking questions they can raise their hand to "Have any of you ever caught a friend lying and they still tried to avoid it to your face?" ... who hasn't this happened to? Virtually everyone will raise their hand.

You got the idea. Getting the class to laugh at simple one liners usually works too, or being Dramatic about something "The stupid five-0 gave me another ticket today, it must be because I broke the law or something." or, "Has anyone ever tailgated you so closely on the freeway just to highbeam you as a que that you're driving too slowly? That's me!!!"

Hope this helps.
