I'm trying to write an essay about this, and I'm having trouble finding specific advantages. Any help?

i'm just going off the top of my head, but one advantage i can think of is that the city could make a profit by owning its own water system, and could use this profit to cut taxes or improve roads. citizens might have one less bill to pay if the city took care of their power, water, and sewage bills all in one sitting.

here's one other thought:: the city would hopefully know when and where expansion and development will be taking place as the population increases. by having this knowledge and preparing for this growth by running the infrastructure to these areas (such as water pipes, sewers, etc.) they could streamline the process of development, making it more attractive for potential developers. at the same time, the city could drive growth into desired corridors and away from less desirable ones by setting up water service into these areas.
