I searched in imdb.com and there's this movie called Silence."A little girl is quickly surrounded by a group of law-enforcement professionals and a psychologist after she witnesses a murder."
And Dead Silence is about "A widower returns to his hometown to search for answers to his wife's murder."

It seems to be very similar to the movie "Darkness Falls", which was about an old lady known as the "tooth fairy" who was murdered by townspeople in a fire and she comes back to kill some children years later when they reach a certain age.

It looks like it could be similar to Stephen Kings "IT", Plus there is this movie called "Magic", it was released in 1978, and its about killer puppets
