Although this isn't in a mall, it's always near them: Target. Yes, seriously. Especially now, when they have the special French designer pieces.
Or Gap. They have amazing jeans, even though honestly, Target's premium looks more expensive. And they usually have cute skirts and cropped jackets.
If your mall has a Macys, that's a pretty good bet as well. Most Macys sell awesome jeans, and you're bound to find them on sale, as they're in this continuum of sales since the shift. And they carry many different types of cropped jackets, which will make it more likely to find what you're looking for.
If you don't happen to find every piece, try Nordstrom for the remainders. It's a bit more expensive than the others, but they carry lots of these trendy pieces, so you will find it there. Their salespeople are also the best in the world (besides very expensive luxury stores of course), and will help you with your every need. And they often do run sales, so you could find an amazing designer piece in your budget.

The best reasonable price stores that cary very modern styles are H&M, Charlotte Russe, and like someone else said Forever 21. Hopefully you have some of these stores at your mall H&M stores are sometimes hard to find. Forever 21 has a decent website.

You can go to american eagle. they have this really cute patchwork skirt. If you want jeans for a good price you can go to Wetseal .
