Goodwill. Seriously. I got a formal dress there for 20 bucks. I was planning ot make a Mardis Gras costume out of it, but my daughter liked the dress so much that she asked me to hold off on making it into a costume so she could wear it to prom. And she did and looked stunning.

Have you checked 2nd hand stores? I bought a wedding dress at one and it was just like new. You only wear the dress once usually.
