well, the people in the west looked down on people from Africa due to what they believed were "primitive" ways and their religions based on animism. with Africa specifically in mind, westerners (majority of) really exploited everything Africa had to offer.

however, your text book is probably telling you something sugar-coated to make the western development seem like it is in the right, so i suggest skimming it for the answer if this is a homework question.
