give any third world country's population policy..i want to know what is that..?

india is a third world country
india adopted family planning programe in 1952, for the first time in the world. but it was not sucessful as expected.
the new population policy has three dimensions -
1- short term- to provide demanded contraceptives & better health facilities.
2- mid term- to bring down the TFR to 2.1 till 2010.
3-long term- to get constant population till 2045.

Some African countries have no policy and they have a serious problem with food and disease.
