If you wish to read the "government" definition of that word into the context of that passage, then sure, your God's Kingdom as spoken of in the Bible might a government.

It all depends on your interpretation of the text

Yes. The Jews were promised a King we Christians a savior. After the world is judged for 1000 years Christ will rule a Kingdom of Jews on earth and many of them will still deny him. Satan will be released for the last time to claim his own and Satan death and hell will be cast into the lake of fire.
