I've heard people call them spinners and propellers, but I don't think those terms are right since those people are all over 40 and drive mini-vans.

The original name for them was Sprewell, named after basketball player Latrell Sprewell. Since then they have picked up a whole slew of names. If you're wondering about slang terms only, listen to a few rap songs...apparently you can call them almost anything.

Spinners is all I've ever heard. (and I do not drive a mini-van).
However there is a name for people who have them - 'dumbass'

Most everyone but the person who puts them on his car call them stupid. I've also heard them called "a trip to the er when you get your finger cut off"
