...do colleges allow students to apply and start college in a different semester? like for the winter semester or the spring semester.

Yes they do. You can apply for whatever semester fits your needs. Many years ago when I first went to college, I started in the winter and finished up during a summer session. Most colleges have commencement ceremonies at different times of the year.

Yes, but if you are at all nervous or unsure of getting started and getting settled in, you are better off beginning in the fall. That's because most schools have a series of special orientation events to help everyone adjust and get to know other students at the traditional start of the academic year. In "off" semesters, you are often thrown in with a sink or swim approach which can be a difficult adjustment for some people.

I started at my university during spring semester...yes, most will allow it because each semester is a separate entity.

Yes, you can start taking college classes at the begining of any semester that fits your needs. Atleast that is how you can do it here in the US. I don't know about any other country. Please be more specific with your question, if you looking for a specific answer.

Normal start is the Fall, but you can also start in the Spring if you apply that way.
