Soul Reapers in Soul Society are all dead. There are, however, exceptions which contain spoilers so if you don't want to know, don't read on.

Ichigo is not a Soul Reaper, but a Sour Reaper Representative. Ichigo's father is also a Soul Reaper, though it's not revealed if he is dead and using a gigai (manufactured human body) or if he is a Representative too (and he's not just dead, everyone can see him, regular humans included) My guess is that he is a representative, though it's only a guess.

Kisuke Urahara, who owns his own store, is a Shinigami (Soul Reaper). It's not clear with him either. He owns a Shinigami store, and it's not clear if he sells stuff to humans too or just Shinigami. He was able to use his zanpakuto which he hid in his cane and release it to it's first form without seperating his gigai from his soul (if he is using a Gigai) Since it is not clear if he sells to humans as well, he might be a Shinigami who lives in the human world. Furthermore, he was thrown out of Soul Society 100 years before the storyline started for his work on different kinds of Gigai (and creating the Hogyoku) so he may be inside a special gigai he made (he made one that drains a Soul Reapers spirit energy until he turns into a normal human as well as he made artifical souls and soul candy, the artifical souls that were used in the Bounto arc, and the gigai used to summon Zangetsu for Ichigo to fight)

Yes, the Shinigami all used to live in Runkonsai, and they go to schools where they are taught about Soul Reapers. If they pass, they become a Shinigami. And everybody in Rukonsai is dead.

Shinigami (Soul Reapers) are departed human souls that have gained supernatural powers. All but Shinigami Representatives are dead. Therefore, Ichigo (The protagonist) is not dead.
So it's both a yes and no question.

Hopes this answers your question!
