can you get people working for you riding around on a few different carts?

It would depend mostly on location, that part being the key, find a great location and you should do well, but otherwise no.

For customers you would likely want to target either younger folks, vacationers, perhaps also businessmen (and women) on lunch break.

For example if you could get into a college campus that does not have ice cream for sale already, perhaps around lunch time, that might fly. Or down on a beach on a busy day, woohoo.

You can't carry much in the way of inventory on a cart. People who do this usually have their larger inventory nearby and radio contact with someone who can bring them more when they run low.
