cannot access internet options/or download?

i click a link and it will not d/l it. I try to open internet options and it does not open.

i have a live [e-mail]

have you right clicked on your link and then selected save target as...? and then selected where you want it saved? this is generally the easiest way to do it.
As for the Internet Options, that's a very good question, and one that's hard to answer from this far away. We generally do remote assistance for people when they need that much help, but, you have to have windows live messenger to do the RA..
