I say something on 24 season2 about how there is some clause in the constitution about how the Executive Branch can silence the press in times of a national crisis? Is that true?

No the executive branch can't silence the press during the times of crisis. Free speech is guaranteed by the first amendment. Until the Constitution is no longer the law of the land, the president can sit on his thumbs thinking of ways to torture the press and liberals.
