Certainly some people are born with gifts that others do not have. But with concentration, effort and persistence we can develop mastery that does not come naturally. Concentration means focusing singlemindedly on what you want to learn or to become proficient at. Turn the TV off. (Preferably, sell it.)Cut out the distractions. If you are a batsman, it is hours of net practice, focusing on your technique, your grip, your 'reading' of the ball. Similarly, if you want academic success that does not come naturally, read a lot of relevant books, take notes, use your memory and your creativity. Most people only remember 1/3 of what they hear -- attention, and calmly choosing to listen not to think about what you want to say or disagree with, are keys to retaining the other 2/3. When you are with it, focus. When you take a break, let it be a clean break, go gardening or for a walk or cook a meal -- do something that gives your intellect a complete rest and engages your mind, or better still your heart, and takes your thoughts totally away from your studies -- but take a notepad in case your intuition throws something up for you. (When the over-busy front of the mind rests, the intuition has a chance to get heard.)
Choose one field that engages your interest sustainably and make yourself an expert in it. Use the internet not only to read more but also to communicate with experts. Be humble and sincere. Most experts love to talk about their subject, but into ears not at loud mouths.
Another good tip is to mix with people who already have the quality you want to acquire. Go to talks that academics give. Sit in on conversations. Find relevant meetings in your city. Select Radio 4 programmes that are information-focused and in your field of preference. (But avoid listening to The News and to politicians unless your chosen field is politics or economics.)
And think positvely. Believe in yourself. Notcie your progress. Credit yourself with your successes, without developing pride.

Is, say, a magician, clever ? In that case, you'd need only learn some 'tricks' where your slight of hand couldn't be discerned.

Combination of pre-natal development and adequate stimulation in early years. You can improve your mental dexterity by doing word and number exercises. But there won't be much of an improvement as far as IQ goes.
