unlike the main series of pokémon games, your characters will never evolve on their own. after you beat the game, you will find out that the reason for this is that one of the effects of the natural calamities is that evolution doesn't happen. in the RP of the game, of course the pokemon never notice this.
however, after you beat rayquazza, you beat the storyline. when you are able to play as your character after the credits roll, your partner will have heard news that snubull from town square has... changed. and can be found near whishcash's lake. see, our little buddy has turned into a granbull, and doesn't understand why.
there will be a hole in the ground where you used to talk to whishcash. if you go in there, you'll find a stone called a voice. when you talk to the rock, you can evolve. however, you can only have one pokémon at a time go in there, so go into menu>team>pokémon>standby until you are alone. then you may enter the cave
the leader can never 'standby' so you'll need to change leaders often.
certain pokémon evolve by use of stones. you'll need to use that when the stone asks if you'd like to use an item.
others normally evolve by trading, but not in this game. so you'll need to use "link cables" as the item. some normally evolve by trading while holding certain items. so in this game, you'll need to hold the item (such as king's rock) while using link cables as an item
where do you find the link cables? in certain dungeons, certain items are always there. the tenth floor of solar cave always has the HM dive. but if you already have that HM, it will have link cables instead. beware, you'll need a key to get in there, which lie in this dungeon, randomly.
