I'm considering wearing a white dress, and knee high white boots..and its before Easter!

The old fashioned rule that you can`t wear white before Easter no longer holds true. You can wear Winter white. It all depends on the style and material of the dress.

If you live in a warmer climate, go for it, but if its freezing, your gonna look pretty silly! I hope you have tan skin, because you will look like a ghost if you are too pale. Certain fashion tips are very old fashioned, make a style your own by doing your way, if you think you look good you do, dont worry about what other people say, they are probably jealous!

If it's a snowy winter where you are , there is a practical reason why people wear darker clothing: it doesn't show mud stains or dark dirt encrusted spash marks

Just make sure to put on a coat long enough to cover that dress from the elements...but, no, I don't think it really matters anymore.

I say sure...but then, I have the fashion sense of a bag of hammers, so I wouldn't pay much attention to my fashion advice !
