There are some like Ofoto that are free from Internet sites that hope you will use them to print your photos after you fix up. They are OK in that they fix a lot of common problems like red eye. They are obviously not the equivalent of those great but expensive programs like PhotoShop that can do everything. Midway between those two choices are a lot of low priced commercial ones that often have large rebates from stores like Staples and CompUSA. Ones like Pixel Studio and Digital Darkroom give you many of the capabilities at a post-rebate price of ten dollars or less - and that is close to free.

paint.net is an awesome app ...i use it all the time http://www.filehippo.com/download_paint.net/ and a little less complicated than the gimp (another good choice btw) http://www.filehippo.com/download_the_gimp/
