What does it mean when a guy stares at you with an innocent look in his eyes and when you look he keeps eye contact for like a second and than looks down and back at you and you smile he smiles very shyly. Also,when he sees me he doesn't say hi but he does that shy smile.
By the way, I've noticed his best friend looking at me lately as well.

He likes looking at you. When men see something they like, they stare at it. No thoughts, just looking and mentally "absorbing" what they see. Sort of putting the images in a happy file.
When guys see ANYTHING they like; they stare at it to try to see every detail of it. I, personally, like flowers. So I stare at them from every available angle. I am not thinking about anything, just a emotion; flowers make me happy. Do not know why, but they do.
Opposite of this would be something you are scared of. For me, it is heights. I close my eyes because I do not want to SEE the height.

Yeah, he has a crush on you but is too much of a wuss to do anything. Ditto re. the friend whoo probably developed his crush after the first guy's incessant rants and drooling over you.
