This is a no brain answer.
If your talking about actual talent and real wrestlers the best wrestlers as of today is as follows:
Kurt angle
They guy one they olympics with a broken neck.
How ever back in the day Brett hart was good as any. Would have been interesting to see them two go at it.
Biggest show of all time though is Cena. He has no talent at all but wwe has built him up and let him beat people he should not have. The reason they do that is because they have no other choice but to build someone up cause vince is not going to dig into his pockets to keep people like the rock or goldberg or brock.
Man I miss they old wwe from 5 years ago and I really cant wait till this whole crappy cena era is over.
