Most divorce law requires the divorced parent to notify the other parent and get permission when a relocation is in progress. This is not true when the primary parent has full custody without visitation, rather then the other parent is notified of new address.

The children do not have a requirement to move. The rule is that after 12 years of age, if you move a significant distance within a state or to another state, the child may choose which parent to live with if there are no other extenuating circumstances.
