I sent a package signed for, the person signed for it then realised the envelope had been opened and contents was missing. When you send via royal mail signed for isnt it down to the recipient to make sure package isnt damaged etc before signing? If they sign for it there isnt anything that can be done is there?

There are two forms of 'signed for' mail, Special Delivery and Recorded Delivery.
It is the recipient's responsibility to check the item but, if I were in your shoes and trusted your source, I would obtain the item, packaging. including a written statement from from the recipient, go to the Delivery Office, ask to speak to the Supervising Officer, taking the package with you and discuss it there.
You might find this is the last piece of a jigsaw and a culprit might be exposed.

Yes, you are correct.
it is down to the recipient to check for damage etc, before they sign for a delivery, and it falls on the recipient to make a claim.
