i was asked this Question by my friend and at one i said YES but when it came to reason i was stuk i didnt know what to say to her! so what would you say?

Of course it is. It is charity. Those who have should always help those who do not have.
I'm not saying give everything, or even give money. Time sometimes is the greatest gift that can be given.

During the cold war the United States gave for political reasons. Because of the United States giving aid to other countries Communism did not spread as much as it could have.

Yes, if they want to. No, if they don't like the government system of said country. It should not be required by International Law, because that would cause us to not be seperate countries. It is not the responsibility of the rich to take care of the poor. It is the responsibility of an individual to take care of themselves, and their families. It is the same for a Nation. Help your friends, and not your enemies. The world is not a planet filled with free people. Only few countries have freedom. If a country doesn't help itself, it doesn't deserve for the rest of the world's countries to take care of it like a mother cares for a baby.

Certainly. Poor countries are easy victims for power mad dictators who oppress their people for their own gains. If nothing else its a human rights issue. If you can do something to stop terrible things from happening but don't aren't you just as guilty for them happening?

It is the humane thing to do, can help prevent a tyrant from rising to power and can create positive attitudes towards the U.S..

Depends on the type of aid. Food and medical supplies, underwriting loans, etc... Yes.
Arms and such - No.
