First question: The answer is no. Even the smallest of plecos get too large for a 1 gallon tank. Your betta will be fine there though as long as you take care to change water often.
Second question: The cause is related to the color of the cloudiness. If it is a milky haze then it's a bacteria bloom. If it's greenish then it's an algae bloom. The cure for each is different and the age of the tank (how long it has been running) is important as well to both the cause and the treatment. First, no, you can't keep a pleco in a 1 gallon aquarium. Even the smallest pleco grows to 4 inches which is even too big for that tank, and some can grow to 14 inches. Plecos grow far too large for such a small aquarium. Don't forget to put a heater in that little aquarium for your betta. A filter would be very nice too, otherwise, you will need to do water changes about every other day.
Second, you haven't said what color your "unclear" water is. The link has explanations for both white and green, but I'm going to assume you mean cloudy white. If thisis the case, it sounds like you're just not giving your tank a chance to cycle. Don't try to buy your water quality. If you do the things you're supposed to do, it will happen naturally. While the cloudy water is a symptom, it should be the ammonia, nitrites and nitrates you should be worried about. You need a master test kit and test all of this during the entire nitrogen cycle process. If you get your water quality readings in order, your cloudy water will go away. You should be doing 25% water changes anywhere from once a week to every day depending on your water test readings, siphoning the gravel, disturbing it as little as possible, and only rinse the filter, decorations and plants in the old water removed from the tank. Don't put in a new filter every time. You can change the carbon or internal media once every couple of weeks, but you should keep the bag as long as possible. It gathers good bacteria. Too good of cleaning doesn't allow the beneficial bacteria to grow. Once you understand water changes and tank cleaning and the nitrogen cycle, you'll get the ammonia down and cloudiness will go away. Good luck!

no, plecos get really huge and need to be in larger tanks. they also need filters. I just put a ton of snails in by beta bowl. they clean it up really well.
for your 40 gallon, if it is a new set up, dont worry it will go away soon. older set up, if it is kind of white or grey cloudy, make sure you ar edoing your 25% water changes every 2 weeks and have a good filter. you can buy some stuff called P-Clear. it clumps the tiny floating particles together so they are big enough to be filtered. If it is green, make sure your tank is not in direct sunlight. make sure you turn the lights off at night. You can buy Green-X. it wont get rid of the green algae that is already in the water but it will prevent any more from growing. also to help prevent algae, get a ton of real plants in there. they feed on the smae stuff as algea does and if there are enough plants you can suffocate the algae.

plecos need a bubbler and a heater and a large tank if u had that i would say ya sure but if not then no....
ur tank is probably foggy because its dirty but don't completely clean ur tank ,first try exchange water(take some water out and put some water in)see if that works then if it does not work then clean it!

no the pleco will get way too big reallly fast and they poop.. alot!
and your 40 gal may be cycling
