When temperatures drop to single digits or below zero our inside windows frosted up significantly. Will shutting off the air exchanger when the temperatures are so low stop this from happening?

Im not sure what type of "air exchanger" you're talking about, but
condensation forms on glass when there is a big difference between the inside temperature and the outside temperature, and humidity levels inside. The fact that this is freezing and making frost, is an indication that your windows do not provide a very good insulation from outside temperatures.
You can prevent frost from forming inside by
1. lowering the humidity levels inside your house
2. replacing or winterproofing your windows with a aheet of plastic
