Either because they really aren't ready for a relationship or just not into you.

They could have complications in their own lives that preclude them from making commitments to others. They might be attracted to someone, but are aware of their own shortcomings, either emotionally or in some cases physically. It might be a polite way of saying that they are not ready for a relationship with the other person specifically. There are a number of people who intrigue me, and whose company I find enjoyable. That doesn't necessarily mean that we would be compatible in an intimate relationship. They could be looking for a sign or an indication that the compatibility exists and haven't seen it yet. They could be procrastinators or they may just enjoy things the way they are for now.

You have to decide if you can take them at their word, or whether you feel they are using a stalling tactic to keep you at arms length. If the relationship is worth pursuing, then you have to be willing to be patient and put your doubts on hold. Use the time to get to know this person's family and friends. Explore other facets of the relationship that this other person is willing to commit to. You are being tested and in order to pass this test, you have to be willing to commit to waiting. If you are not willing, or if it is too painful, you may wish to put intimacy on hold while you can still maintain a friendship, and pursue others.

Because they've just come out of a bad relationship or don't find someone matching thier type or it could also be mentally they're not ready to rely on someone or feel their afraid of not providing a good half from their side to the relationship.

they were probably hurt from their previous relationship, or that they really arent ready for a relationship

There can be many reasons for this. One may be they're not ready for commitment.

they may have their mind set on a goal, and starting a relationship could get in the way.
