Originally a religious holiday to honor St. Patrick, who introduced Christianity to Ireland in the fifth century, St. Patrick's Day has evolved into a celebration for all things Irish.
So you don't "need" to be anything. Folks of all races and
religons are welcome to experience irish tradition, music
food and folklore on this day.
I myself enjoy learning about other cultures and like to frequent
festivals and events that celebrate their history and heritage
as well.

Its celebrated by mostly the Irish or people of Irish descent. It is a feast day in the Catholic Church so liturgically speaking yes, its celebrated throughout the Christian world (i.e Roman Catholics), however the secular festivities are done mainly those of irish blood.
For example, in Moscow, Russia, which is predominantly Orthodox Christian, St.Patrick's day was an unknown event until about 10 years ago when the irish expatriate community started having a street festival in downtown Moscow.

I would avoid wearing a "kiss me I'm Irish" item if you are not irish, otherwise, go for it! Take every chance you get to celebrate!
