I have a pic that has an animation where something sparkles in the background.

However, I want to delete some text in that picture. But when I use my photo editor to delete the text, the sparkle-effect of the animation is stopped and it's like a still shot.

How can I delete the text from the pic and keep the animation going??

You have to edit each frame that contains the text.

Use a different photo editor. Flash will work if you have it, otherwise you can download the Gimp (for free) and use that.

Go to Alchemy Mindworks website and download the GIF Construction Set. It will allow you to edit an animated GIF frame by frame. The download is free, but they ask that you consider sending them a few bucks if you like and use the program.
