Take your certified birth certificate, social security card and also a couple of pieces of mail that show your name and current address. Then go to the Secretary of State and get it. It costs a couple bucks less than a driver's license and is considered an "official Michigan issued ID"

Go to sec of state...Michigan Offers Photo ids that are not driver's licenses. Bring you birth certificate and Social security card...and ask for a Michigan ID Card. Its like 10 bucks. They'll take the photo there and mail you the ID.

You should be able to get a state ID no prob. Same place you would go for a drivers license (at least that's how it was when I lived in Ohio).

Do you have a High School Yearbook? That's what I used to get my initial Driver's license.
