I think if you go NTUC, you might be able to find. If not, try bringing an empty bottle to your fav nasi lemak stall and pay them to fill it up for you.

They can be found in jars, actually. However, most nasi lemak sellers make the chilli themselves, so for good ones, when you taste something you like at a stall, ask if you can buy the chilli from them This way, you know the quality that you are getting.
The commercially produced ones will not taste the same.

Try "SHENG SIONG SUPERMARKET PTE LTD" in Singapore. They're almost located everywhere. I recalled that they sold Nasi Lemak's chilli packed in a bottle.
You can find the addresses at http://www.yellowpages.com.sg for exact locations. Just key in the full name which I've provided for you above and select "By Company Name". Then choose from the designated name -> Sheng Siong Supermarket Pte Ltd and Click here for More Company's Contacts, finally you can browse through the whole list of the contacts and locations.
