It is causing the rain to pour against my wall which is going to lead to damp sooner or later. He is a DIY enthusiast who always is knocking some wall down or something, he thinks he knows it all but really has no clue. Surely I must have some rights to make him replace this piece he has taken down !

Ask him politely and explain your situation. He may not even know what he has done, and how you are suffering. He may fix it right away. If not, you have a legitimate complaint. Call city hall or even the police, and explain to them what happened. You do have rights, and if this part of the property is needed, and is not his alone, he needs permission to remove it. You should be able to get this resolved, hopefully face to face and not having to call the authorities.

I have answered questions like this before. The answer is if your neighbour makes any alterations to his property which affects your property in a detrimental manner.eg., water running down your wall and causing damage, is liable to any repair damages to your property. If the guttering was there, it was there for that exact purpose to prevent any water running down your wall. You need to find out who exactly is responsible for the guttering. You can politely ask him to replace it explaining your problem and see what he says. If he refuses to do so you can take legal action to force him to replace it, as he is the one who took the guttering down. He would be responsible for any damage and repairs to your property. You might want to go to Citizens Advice and they will tell you of your rights under the law. Good luck.

Your right he has no right to interfere with any guttering on your property and he is liable to make good eithe by fitting a downpipe or a stop end. tell him he has not right to do this and cause possible damp in your house. So just ask him when is he going to put it right.

as its a comunial gutter he can take it down BUT MUST MAKE GOOD THE GUTTER SO THAT IT SERVES ITS PERPOSE
HE COULD PUT A PIECE IN ON YOUR PROPERTY WITH A STOPEND BUT HE MUST MAKE SURE THAT THE WATER DISCHARGES TO A DOWNPIPE AND DOES NOT LAY IN THE GUTTER OR HE COULD ASK YOU IF YOU WOULD MIND A DOWNPIPE ON YOUR PROPERTY AND THEN PUT AN OUTLET ON YOUR GUTTER TO DISCHARGE INTO THE PIPE BUT IN ALL SAID AND DONE HE IS RESPONSIBLE TO MAKE SURE THE WATER DISCHARGES WITHOUT DAMAGE OR INCONVENIENCE TO YOU
he can be held responcible for any damage

If I did this to my neighbor, I know he would replace it himself and then present me with the bill. If I didn't pay, I would end up in court.

Do you really want this dunderhead to try to fix it? He could make it worse.

check out the "party wall regulations", You can get a copy from your local building control office, or town hall.

Talk to them first, if no resolution then, pictures and small claims court should solve any problems as then, he can be made to pay for any needed repairs.

Just ask him to replace the guttering, please, you dont want water running down your wall.
