I heard the radiation in today CRT monitor has been decreased, is it true? Do I need any radiation filter when I'm using my CRT monitor today?

It may be true the radiation emitted from CRT monitors has decreased over the years, but even this article from 1991 says CRT monitors are safe to use. Therefore, there is no need for any sort of radiation filter unless you seem to need one for glare or something of that nature.

Lol, yeah, because all computer geeks are suffering third degree radiation burns all over the world because they're not using filters.

Seriously dude, you're talking nonsense, just forget about 'filters' and get on with using your computer, you're not in the slightest bit of danger from your monitor.

Hi. Some radiation is caused by the electrons slamming into the phosphors, but it is at a low level and not considered dangerous.
