Mostly its safe but stay away from opening the power supply or older CRT Monitors. They have capacitors that store enough electricity to give you a fatal shock if not discharged properly. Its very true that static electricity is a killer of the circuitry on the motherboard. This is why you don't store parts in plastic containers or in ideal situations you work on a anti-static floor mat and wear a grounding bracelets that connect you to the chassis of the computer. If you do not have a bracelet, touching the chassis before the parts will suffice. Also when keeping parts in anti-static bags, do not place them on top of the bag. The bags are designed to allow the static to flow around the bag and keep components inside safe.

Hi. The power supply unit has some large capacitors. The CPU and RAM need static free handling, as most of the circuitry does. Just ground yourself to the case. A CRT can give a nasty shock if you open it.
