Actually the restriction on the airflow is what regulates the engines speed as it has a vacuum and when you step on the gas the venturi (Small flap) in the airway passage or carburetor (Depends upon fuel injection, or not) opens to let in more air causing the engine to accelerate, as it has/had been trying to do all along, except that it has been 'throttled' back (Held back) or partially blocked or occluded by a-that venturi-flap

the pressure in a fluid (air, water, gas, etc.) decreases as the fluid moves faster. This explains in part why a wing lifts an airplane and why a baseball curves, and it also explains why in a car combustion and compression are the only reason it can run.
