because the drumming emulates tribal drumming... it tends to break like funk and playing on an MPC like a drum all tribal-heads-like.

the reason was when jungle music first came out it had many different influences from regge music

also some newer Jungle track by more recent artists (e.g. Pendulum's Masocist VIP track) actually uses jungle sounds throughout the song: Tigers roaring, bongo drums (altho in most they are subtle this is the best example)
