As you can see in the above charts, cpus can add just a few fps. You need around 30fps to be playable, and 60fps for online games (seems to make players a little more accurate (aiming). Very little games max out the performace of the cpu.
For gaming, you want to try to get 2gb of ram at least, stick with xp for now.

And get the best video card you can afford. As it will be the video card that will be the most important part of the system for 3d gaming.

Intel is better. It has better timing in it's cycles.
