The hair on our body serves multiple functions such as preserving heat and protection of the skin. Each individual hair shaft is attached to a small muscle under the skin. By contracting this muscle the hair can be made to "stand on end" or rise up. The contracted muscle and hair bulb forms a small bump under the skin- goose bump. This is so named because if you strip a bird of its feathers the naked skin has a similar appearence with small bumps.
Goose bumps may occur during cold weather, when angry or scared or when the skin is stroked very gently. The idea of goose bumps in cold weather is that the hair stands up and air is trapped between hair on the skin. This film of air acts as a good insulator to prevent the loss of heat as air is actually a bad conductor of heat. The same principle of fluffing up your cotton quilts- to trap air between cotton fibers.
Goose bumbs when scared or angry leads back to our animal states. Hair standing on end fluffs up the body and makes the animal look larger and more ferocious than it really is. this tactic helps the scared or angry animal intimidate its aggressor.

They are caused by stimulation of a muscle known as the erector pelli muscle. I'm not sure that I spelled it correctly, but that is what "goose bumps" are. Usually a sudden chill or cool air will cause this stimulation. I hope this has helped you.

i think, not positive though. When they occur, they make your skin more rough and they have high and low areas. this stops the air flow along these areas of your body and therefore decreases heat loss, because u r cold. also, when u r scared but that is just a reaction.
