Maybe you should look at the individual's situation first before judging; (to the answerers)
The man may only be able to pay a part of it, have gotten re-married and is poor, works, but doesn't make a lot of money. Some ex-wives lie and have gotten assistance while they were still married and now he owes more. Wants to be in the children's lives but exes want to make things difficult for no reason.

Maybe they want nothing to do with their children. If they never wanted the child, they probably feel that its a man's choice on whether they want to support their children. Hey women have the right to chose whether they want to have a child are not, maybe they want that same option. Just a thought.
