It means he knows you fancy him and probably fancys you too...but like you said is too shy* so you should make the plans to go skating or to a movie or something with him and a few other ppl. SOme of his friends as well as your friends and make a day out of it. Enjoy life*

Normal for boys and even girls to be afraid to be direct about matters of sex and love.
If you like him then why don't you do something like go right up to him and plant one on his cheek and then just smile at him.
