I use notepad as my html/php editor and photoshop elements to do the graphics and cuteftp as my ftp client to upload the files.
Some people use dreamweaver which is a very powerful (and expensive) piece of software, but there are loads of programs, free or paid for which can allow you to design a site.

My favorite would be Microsoft Office FrontPage. Some people like Dreamweaver. But I would personally suggest FrontPage if you're a beginner. But what's even better and much more fun is if you can build sites out of scratch with HTML from Notepad then learn some Java/CSS, learn some basic HTML here:

You don't need anything more than notepad if you know HTML. Otherwise most word processors allow you to save the file as a web page. Alternatively there are programs such as Dreamweaver, which is specifically designed for creating web pages.
